Marking a new chapter in India’s evolving civil-defence landscape, the Kalki Sena on Sunday concluded its Counter Terrorist Combat Course 2025 at the Advanced Combat Training Centre, Noida, under the supervision of its Northern Command. The graduation ceremony celebrated a new cohort of trained civilian commandos — ordinary men and women equipped with extraordinary discipline, lawful conduct and devotion to the nation.
The event was attended by senior trainers, policy experts and community representatives who praised the Sena’s unique model that combines patriotism with professional skill. For many participants, it was a transformational journey — a bridge between citizen responsibility and national security.
A Dharmic Call to Preparedness
Chief of Kalki Sena, Wing Commander (Dr.) Pushkal Vijay Dwivedi (Retd.), addressed graduates with his trademark blend of soldierly clarity and spiritual conviction.
“Kalki Sena is committed for upliftment and empowerment of Hindus in all four dimensions — physical, mental, economic and social. We are preparing warriors for the protection of Hindu temples, population and the sovereignty of Bharat. This movement is rooted in our Vaidik concept of Shakti — where empowerment is a sacred duty, not a slogan.”
Dwivedi explained that the Sena works as a law-abiding civil defence framework aligned with the principles of Rashtriya Suraksha (National Security) and Rashtriya Punarnirman (National Reconstruction). It aspires to cultivate a generation of citizens who are capable, calm and cooperative with the Armed Forces in times of crisis.
Training That Transforms
The Counter Terrorist Combat Course 2025 was the third tier of a progressive four-level programme that introduces civilians to defence and security skills. Participants — selected after completing Level One and Two — trained in urban warfare, close-quarter battle, self-defence, surveillance, weapon handling, survival psychology, and rescue operations.
Anand Pratap Singh, Public Relations Officer to the Chief, told reporters that each level “intensifies the discipline and reflex training so that participants reach near-commando efficiency.” He added that the programme creates not aggressors but responsible citizens who can act decisively without panic during emergencies.
The training was personally supervised by Commando Instructor Varun Rawat, Director (Operations Training), Northern Command, who highlighted:
“We are training Kalki warriors from Level One to Level Four on capability standards parallel to special forces and police commandos. The goal is to build a disciplined citizen base that can respond effectively to any crisis while remaining devoted to the law and the nation.”
Wing Commander Dwivedi — Soldier, Scholar, Strategist
A retired Air Force officer and Special Forces trainer, Wing Commander Pushkal Dwivedi brings decades of combat and strategic experience to the civil defence domain. His career includes operational research with DRDO, space security projects, and a series of national education initiatives.
As Director-General of the Bhartiya Shiksha Anusandhan Parishad (BSAP), he has also earned the title of “Father of Self-Defence Science” for developing a new academic discipline now incorporated under the Bhartiya Shiksha Board (BSB). The subject trains students in combat psychology, awareness, ethics and personal security, linking education with national character-building.
Dwivedi’s academic path runs through Lucknow University, IIM Ahmedabad, ISB Hyderabad, MICA Ahmedabad, IIT Mumbai, and the University of California. A doctoral researcher in Quantum Weapons, he advocates an integration of ancient Indian defence science with futuristic technology — the foundation of his vision for an Atmanirbhar Bharat in security innovation.
Recognised Globally, Grounded in Bharat
Kalki Sena’s record-setting model has garnered international attention. The organisation was recently listed in the London Book of Records as the world’s largest civilian combatant volunteer force. Its training system — voluntary, lawful and community-oriented — is being replicated across multiple states to promote grass-roots resilience.
Dwivedi and his team had earlier presented a detailed proposal to Defence Minister Rajnath Singh recommending a civilian command structure that could support regular forces during asymmetric warfare or terror crises. That idea, once viewed as ahead of its time, has gained fresh relevance after the Pahalgam terror attack and similar incidents that tested India’s internal readiness.
Philosophy of Constructive Power
At the ceremony, Adjutant General Gaurav Pandey outlined the organisation’s ethos:
“Kalki Sena is not like other organisations. We don’t do dharna, candle march or gherao. We are focused on creating a powerful Hindu diaspora worldwide which itself is a power group and a deterrence — and at the same time provides full support to the Government of India to protect the motherland.”
Pandey praised the dedication of the Northern Command team and acknowledged the presence of Dr. Siddhartha Bhattacharya and Mr. Alok Kumar, who attended as Board members and mentors.

As the graduating batch stood in attention beneath the fluttering tricolour, the significance was clear. Kalki Sena represents a civil renaissance — citizens who are calm yet capable, lawful yet formidable. The 2025 graduation underscored that national security is no longer the monopoly of institutions alone but a collective responsibility rooted in values of Dharma and Shakti.
